Contexte
Since 2015, more than 30 per cent of Ni-Vanuatu citizens have experienced temporary or protracted displacement due to disasters. Vanuatu’s approximately 300,000 people spread across 83 islands are exposed to cyclones, tsunami, volcanic eruptions, ashfalls, earthquakes, mudslides, flooding and drought. As the frequency and intensity of extreme weather events increases due to climate change, disasters pose a primary threat to Vanuatu’s national security and human development.
Tropical Cyclones (TC) Judy and Kevin (both of Category 4 intensity) made landfall over Vanuatu on 1 and 3 March 2023. TC Judy and Kevin affected an estimated 24,657 households with 90 per cent of houses in Shefa and Tafea provinces destroyed or severely damaged. The cumulative impact of compounding events such as previous cyclones, high La Nina rainfall and COVID-19, has had a devastating impact on basic living conditions, access to basic services, livelihoods, and coping capacities.
In response, the International Organization for Migration (IOM) is implementing a project to support the Vanuatu National Disaster Management Office (NDMO) in strengthening the capacity of national and provincial government institutions, Community Disaster and Climate Change Committees (CDCCCs), Area Councils, faith-based organizations, and community leaders — particularly women leaders — to develop and maintain safe and dignified evacuation arrangements during emergencies.
Specifically, the Sef Ples Blong Yumi Phase 2 project funded by the Government of Australia’s Department of Foreign Affairs and Trade (DFAT), implemented by the National Disaster Management Office, Vanuatu in collaboration with the International Organization for Migration, supports the Government of Vanuatu to strengthen disaster preparedness, coordination, and evacuation centre management across multiple hazards.
