Contexte
The African Development Bank Group (AfDB) is recruiting eight Regional Hub Directors as part of its major institutional transformation agenda. These executive leadership positions will oversee newly established Regional Growth Hubs across Africa and lead the Bank’s operations, investment portfolio, partnerships, and development delivery within multiple countries.
This is an international recruitment opportunity for experienced leaders in development finance, banking, economics, and public sector management. The positions are graded at EL4 and offer international terms and conditions of employment.
About the African Development Bank
Established in 1964, the African Development Bank (AfDB) is Africa’s premier multilateral development finance institution, with 81 member countries, including 54 African Regional Member Countries. The Bank finances transformative projects that promote inclusive economic growth, reduce poverty, strengthen infrastructure, expand private sector development, and improve resilience across the continent.
As part of its 2023–2032 Ten-Year Strategy, the Bank is restructuring its operations to accelerate regional delivery, mobilize greater investment, reform Africa’s financial architecture, and strengthen climate-resilient development. The creation of eight Regional Growth Hubs is central to this new operational model.
The Regional Hub Director Role
Each Regional Hub Director will provide strategic and operational leadership for one of the Bank’s Regional Growth Hubs. Reporting directly to a Vice President for Regional Operations, the Director will oversee country portfolios, supervise regional offices, strengthen partnerships, and drive high-impact sovereign and private sector investments.
The role combines executive leadership, regional business development, project delivery, resource mobilization, and stakeholder engagement across governments, regional economic communities, development partners, and the private sector.

The African Development Bank is recruiting one Director for each of the following hubs:
- Central Africa & Congo Basin : Cameroon, DRC, Gabon, Chad, Congo, CAR, Burundi, Equatorial Guinea
- Maghreb–Mediterranean : Algeria, Egypt, Morocco, Tunisia, Libya, Mauritania
- Greater Horn & Great Lakes : Kenya, Ethiopia, Uganda, Tanzania, Rwanda, Sudan, South Sudan, Somalia, Eritrea
- Indian Ocean & Maritime States : Madagascar, Mauritius, Seychelles, Comoros, Djibouti
- Lusophone Growth Hub : Angola, Mozambique, Cabo Verde, Guinea-Bissau, São Tomé & Príncipe
- West Africa Integrated Markets : Côte d’Ivoire, Benin, Burkina Faso, Guinea, Mali, Niger, Senegal, Togo
- West Africa Core Markets : Nigeria, Ghana, Liberia, Sierra Leone, The Gambia
- Southern Africa : South Africa, Zambia, Zimbabwe, Namibia, Botswana, Malawi, Eswatini, Lesotho
Missions et responsabilités
Regional Hub Directors will be responsible for delivering the Bank’s development strategy across their assigned countries while ensuring operational excellence and measurable results.
Core responsibilities include:
- Leading the Bank’s regional operations and country portfolio
- Growing sovereign and private sector investments
- Mobilizing financial resources and co-financing partnerships
- Developing regional infrastructure and integration projects
- Supporting Country Strategy Papers and regional development strategies
- Accelerating project implementation and disbursement
- Building high-performing multidisciplinary teams
- Representing the Bank with governments and development partners
- Promoting innovation, accountability, and institutional effectiveness
The positions involve frequent travel throughout the assigned region.
Profil recherché
The Bank is seeking exceptional senior leaders with substantial experience in development finance and executive management.
Applicants should have:
- A Master’s degree in Finance, Economics, Business Administration, Business Law, or a related discipline
- At least 10 years of relevant professional experience
- A minimum of 8 years in senior management or executive leadership
- Demonstrated experience managing complex development programmes and investment portfolios in Africa
- Strong stakeholder engagement skills across public, private, and civil society sectors
- Fluency in English or French, with working knowledge of the other language considered an advantage
- For the Lusophone Growth Hub, proficiency in Portuguese is an essential requirement in addition to English or French
